The Canadian Civil Liberties Association acknowledges the important objectives of preserving Quebec’s rich and unique culture and language. However, Bill 84 will in fact have the oppositive effect than what is intended by the legislature. Rather than fostering inclusion and integration of newcomer and minority groups, Bill 84 will result in undermining social cohesion and integration and limiting many groups’ full participation in Quebec society.
Bill 84 raises significant constitutional and human rights concerns on the rights and freedoms of people in Quebec. CCLA shares concerns raised by many Quebec civil society organizations that Bill 84 will fundamentally alter Quebec’s unique model of interculturalism and erode the protections of rights and freedoms in Quebec’s very own Charter of Human Rights and Freedoms.
The Canadian Civil Liberties Association strongly recommends that the Quebec legislature take a pause and engage in widespread and meaningful consultations on Bill 84.
