The director of our Fundamental Freedoms program, Anaïs Bussières McNicoll, appeared before a parliamentary committee yesterday to sound the alarm about Quebec’s Bill 1. This draft constitution, developed behind closed doors and without prior consultation, lacks political legitimacy. Its content is equally problematic: it undermines the rule of law in Quebec, muzzles checks and balances, and erodes Quebec’s system of protection of rights and freedoms.
