On June 18, 2026, Parliament passed Bill C-9, which amends the Criminal Code by introducing the following offences:

  • Intimidation and obstruction near buildings used for religious worship, etc.
  • Wilful promotion of hatred by publicly displaying terrorism or hate symbols
  • Offence motivated by hatred

The Canadian Civil Liberties Association is concerned that these new offences, rather than truly protecting public safety, may be used to criminalize protesters participating in peaceful demonstrations.

Doing so would unjustifiably infringe upon the freedom of expression and the freedom of peaceful assembly, both of which are protected by the Canadian Charter of Rights and Freedoms.
