The Canadian Civil Liberties Association welcomes the 2024-2025 annual report of the Office of Correctional Investigator (OCI). The report’s findings highlight alarming trends in the federal correctional system related to the delivery of mental health care. The OCI’s conclusion that it is “abundantly clear that CSC is fundamentally ill-equipped to provide long-term mental health care to individuals with serious mental illness” requires urgent attention and action.
The CCLA calls on Correctional Services Canada and the federal government to meaningfully take action in response to the OCI’s comprehensive recommendations. Individuals with mental health conditions in federal custody are some of the most vulnerable members of our society. They deserve a system that provides adequate treatment, ensures their wellbeing, and respects their dignity. A system that does not undermines the principles embodied in the Charte des droits et libertés.
