On June 18, 2026, Parliament passed Projet de loi C-9, which amends the Code criminel by introducing the following offences:

  • Intimidation and obstruction near buildings used for religious worship, etc.
  • Wilful promotion of hatred by publicly displaying terrorism or hate symbols
  • Offence motivated by hatred

The Canadian Civil Liberties Association is concerned that these new offences, rather than truly protecting public safety, may be used to criminalize protesters participating in peaceful demonstrations.

Doing so would unjustifiably infringe upon the freedom of expression and the freedom of peaceful assembly, both of which are protected by the Charte canadienne des droits et libertés.

Nous need your help to monitor the enforcement of these new offences and to combat abuses:

  • Have you assembled or engaged in a form of expression, and, in that context, been arrested and/or charged under new sections 319 (2.2), 320.1001 or 423.3 du Code criminel?
  • If so, let us know par remplir ce formulaire.
    • Filling out this form does not commit you to anything.  We will not use your personal information or your testimony without your explicit consent.
