L&#039;ACLC s&#039;est concentr\u00e9e sur deux sujets de pr\u00e9occupation : les r\u00e9formes qu&#039;elle effectue en ce qui concerne la publicit\u00e9 des partis politiques, des candidats et des tiers, et son incapacit\u00e9 \u00e0 traiter ad\u00e9quatement le traitement des renseignements personnels d\u00e9tenus par les partis politiques. En ce qui concerne la publicit\u00e9 politique, l&#039;ACLC note que les restrictions imposent des limites importantes \u00e0 l&#039;expression politique, qui est au c\u0153ur de la libert\u00e9 d&#039;expression prot\u00e9g\u00e9e par la\u00a0<em>Charte canadienne des droits et libert\u00e9s<\/em>. Bien que nous appr\u00e9cions et prenons au s\u00e9rieux la pr\u00e9occupation selon laquelle la richesse ne devrait pas se traduire par la capacit\u00e9 de dominer le discours politique, nous n&#039;avons pas vu la preuve qui pr\u00e9tend justifier les restrictions contenues dans le projet de loi et les distinctions qu&#039;il fait entre les diff\u00e9rents types d&#039;expression politique et diff\u00e9rents acteurs politiques. Des restrictions sur le discours politique de base ne devraient pas \u00eatre impos\u00e9es sans preuve que les restrictions sont n\u00e9cessaires et proportionn\u00e9es. Cette preuve n&#039;a pas \u00e9t\u00e9 produite en ce qui concerne le r\u00e9gime de publicit\u00e9 par des tiers existant dans le\u00a0<em>Loi \u00e9lectorale du Canada,\u00a0<\/em>ni en ce qui concerne les changements propos\u00e9s par le projet de loi C-76. De plus, nous sugg\u00e9rons que le Comit\u00e9 examine si les limites des d\u00e9penses devraient \u00eatre fix\u00e9es par un organisme ind\u00e9pendant, plut\u00f4t qu&#039;\u00e9tablies par la loi (et soumises \u00e0 un facteur d&#039;ajustement en fonction de l&#039;inflation). En ce qui concerne la collecte, l&#039;utilisation et la divulgation de renseignements personnels par les partis politiques, l&#039;ACLC estime que le r\u00e9gime propos\u00e9 par le projet de loi est inad\u00e9quat et que des protections significatives de la vie priv\u00e9e devraient \u00eatre incorpor\u00e9es dans le projet de loi, ou que les partis politiques devraient \u00eatre soumis \u00e0 la l\u00e9gislation existante sur la protection de la vie priv\u00e9e. L&#039;exigence du projet de loi d&#039;avoir et de publier simplement une politique est terriblement inad\u00e9quate. L&#039;ACLC est en g\u00e9n\u00e9ral d&#039;accord avec les modifications propos\u00e9es par le Commissariat \u00e0 la protection de la vie priv\u00e9e du Canada. L&#039;ACLC souhaite \u00e9galement souligner son appui \u00e0 des parties du projet de loi qui annulent certains des changements n\u00e9gatifs qui ont \u00e9t\u00e9 apport\u00e9s lorsque le Parlement a adopt\u00e9 la soi-disant\u00a0<em>Loi sur l&#039;int\u00e9grit\u00e9 des \u00e9lections\u00a0<\/em>(permettant l&#039;utilisation des cartes d&#039;information de l&#039;\u00e9lecteur, le retour des<em>,\u00a0<\/em>et l&#039;assouplissement des restrictions sur les activit\u00e9s \u00e9ducatives du directeur g\u00e9n\u00e9ral des \u00e9lections).
