{"id":12187,"date":"2026-05-27T07:32:13","date_gmt":"2026-05-27T11:32:13","guid":{"rendered":"https:\/\/ccla.org\/?p=12187"},"modified":"2026-06-03T09:56:44","modified_gmt":"2026-06-03T13:56:44","slug":"ccla-and-civil-society-call-out-fundamental-flaws-in-surveillance-proposal-bill-c-22","status":"publish","type":"post","link":"https:\/\/ccla.org\/fr\/privacy\/ccla-and-civil-society-call-out-fundamental-flaws-in-surveillance-proposal-bill-c-22\/","title":{"rendered":"CCLA and civil society call out fundamental flaws in surveillance proposal, Bill C-22"},"content":{"rendered":"<p>The Canadian Civil Liberties Association (CCLA) joint civil society in submitting a <a href=\"https:\/\/ccla.org\/wp-content\/uploads\/2026\/06\/2026.05.27-CS.Letter.Re_.C22-EN.pdf\">lettre<\/a>\u00a0(<a href=\"https:\/\/ccla.org\/wp-content\/uploads\/2026\/06\/2026.05.27-CS.Letter.Re_.C22-FR.pdf\">FR<\/a>) submitted to the House Standing Committee on Public Safety and National Security (SECU) today, endorsed by over 75 civil society groups and individuals, calls on the government to withdraw problematic elements of Bill C-22, the\u00a0<em>Lawful Access Act<\/em>.<\/p>\n<p>The letter notes that Bill C-22 proposes the &#8220;most expansive invasion of Canadian privacy rights in modern history&#8221; and will put the cybersecurity of everyone in Canada at risk.<\/p>\n<p>It paves the way for the adoption of international agreements that would expand information-sharing <a href=\"https:\/\/thewalrus.ca\/trump-wants-to-tap-your-phone-ottawa-might-let-him\/\">with the US<\/a> et <a href=\"https:\/\/citizenlab.ca\/research\/a-preliminary-analysis-of-bill-c-2\/\">other countries<\/a> that have a documetned track record of repressing diaspora communities <a href=\"https:\/\/www.hrw.org\/news\/2023\/08\/30\/article-19-and-human-rights-watchs-comments-draft-text-un-cybercrime-convention\">through global police cooperation tools<\/a>. This expansion of information-sharing will come at a time where transnational repression is on the rise while Canada&#8217;s framework for preventing abuse of cross-border policing is <a href=\"https:\/\/openmedia.org\/assets\/20241210-UNCC.Canada_.Letter_.pdf\">no longer fit for purpose<\/a>.<\/p>\n<p>The letter also raises significant concerns regarding part 2 of Bill C-22, which would enact the\u00a0<em>Supporting Authorized Access to Information Act<\/em> (SAAIA), a regime that would allow the government to force digital providers to build new surveillance tools into their services. SAAIA is highly intrusive and riases significant cybersecurity concerns because the doors it creates into digital services for police and national security agencies to lawfully use in the course of their work can be compromised by malicious actors.<\/p>\n<p>It&#8217;s been barely a year since Salt Typhoon, a persistent threat actor associated with China&#8217;s Ministry of State Security compromised US Internet Service Providers and, once on those networks, <a href=\"https:\/\/www.globalencryption.org\/2026\/04\/open-letter-on-bill-c-22-an-act-respecting-lawful-access\/\">comandeered a government-mandated surveillance back door<\/a> to conduct intrusive espionage. SAAIA, if passed, will allow the government to impose similar back doors in a wide array of digital services, undermining the cybersecurity of everyone.<\/p>\n<p>CCLA emphasized a number of these core themes in its <a href=\"https:\/\/ccla.org\/wp-content\/uploads\/2026\/06\/2026.05.25-C22-Opening.Statement-SECU.pdf\">t\u00e9moignage<\/a> before the House Standing Committee on Public Safety and National Security (SECU) yesterday.<\/p>\n<p>Given the multiple ways that privacy and security on digital services can be undermined, SAAIA puts a powerful in the government&#8217;s hands while failing to ensure this tool will not be abused.
