L'Association canadienne des libert\u00e9s civiles (ACLC) condamne l'adoption du Projet de loi 2, la Loi visant principalement \u00e0 instaurer la responsabilit\u00e9 collective quant \u00e0 l'am\u00e9lioration de l'acc\u00e8s aux services m\u00e9dicaux et \u00e0 assurer la continuit\u00e9 de la prestation de ces services.<\/em><\/p>\n

Ce projet de loi liberticide est un pas de plus du gouvernement qu\u00e9b\u00e9cois vers une d\u00e9rive autoritaire.<\/p>\n

En mettant fin aux n\u00e9gociations en cours, en interdisant tout moyen de pression et en imposant unilat\u00e9ralement de nouvelles conditions de travail et de r\u00e9mun\u00e9ration, le gouvernement porte gravement atteinte \u00e0 la libert\u00e9 d\u2019association des m\u00e9decins qu\u00e9b\u00e9cois.<\/p>\n

Cette loi viole \u00e9galement d\u2019autres libert\u00e9s fondamentales en interdisant toute \u00ab action concert\u00e9e \u00bb menant \u00e0 la cessation des activit\u00e9s professionnelles d\u2019un m\u00e9decin \u2013 incluant la d\u00e9mission, le d\u00e9part \u00e0 la retraite ou le d\u00e9m\u00e9nagement vers une autre province. Aux termes de la loi, une action est pr\u00e9sum\u00e9e \u00eatre concert\u00e9e d\u00e8s lors qu\u2019elle est \u00ab accomplie de fa\u00e7on contemporaine par plusieurs m\u00e9decins \u00bb, peu importe l\u2019absence de liens ou de proximit\u00e9 g\u00e9ographique entre ceux-ci. Les sanctions applicables en cas de violation sont s\u00e9v\u00e8res, pouvant aller jusqu\u2019\u00e0 20 000$ par jour.<\/p>\n

Toute personne qui, par un encouragement ou un conseil, incite ou am\u00e8ne une personne \u00e0 contrevenir \u00e0 cette loi est elle aussi consid\u00e9r\u00e9e en manquement et sujette \u00e0 des sanctions.<\/p>\n

Il est regrettable que le gouvernement qu\u00e9b\u00e9cois ait choisi d\u2019imposer ce r\u00e9gime de coercion et de peur, en contravention des droits et libert\u00e9s de la population qu\u2019il est cens\u00e9 servir. L\u2019ACLC d\u00e9plore cette approche de confrontation ainsi que l\u2019absence de dialogue d\u00e9mocratique entourant l\u2019adoption de cette loi.<\/p>\n\t<\/div>\n<\/div>\n\n\n\n\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n<\/div><\/div>\n\t\t
